Rules of Operations & Conduct


Article I Name and Affiliation

This organization will be known as the Aerospace Employees Association Golf Club (AEAGC) and will operate as a Club officially sponsored by the Aerospace Employees Association, Inc. and in compliance with that Association's charter and by-laws. In the event of dissolution of the Club, any cash or other assets will revert to the Aerospace Employees Association, Inc.

Article II Objectives

The objective of this organization is to develop and maintain a competitive golf program which will accommodate members of all levels of ability but primary considerations in Club operations, administration and handicapping shall be given to the members who participate 50% or more of the monthly tournaments. Problems and decisions regarding the occasional player shall be resolved and issued by the Club Committee quorum, as needed. The Club shall conduct tournaments, approximate monthly, as well as conduct a summer twilight league.

Article III Membership & Dues
  1. All participants in Aerospace Employees Association Golf Club events must be members.

  2. Membership Categories:
    1. Members
      1. Category M1 - Any individual employed by an organizational element of the General Offices, The Aerospace Corporation, El Segundo, California,
      2. Category M2 - Those employees who, for reasons of age or service, are retired from The Aerospace Corporation may retain member status.
    2. Associate Members
      1. Category Al - The spouses or children of any individual employed by an organizational element of the General Offices, The Aerospace Corporation, El Segundo, California.
      2. Category A2 - Any military or civil service person working in the County of Los Angeles and permanently assigned to or attached to SMC at LAAFB.
      3. Category A3 - All others: ex-employee, retired Air Force or Civil Service, friends, relatives, outsiders from other companies, etc.
  1. Dues

    Category Description Membership Fee
    M1 Current Aerospace employee $10/yr.
    M2 Retired Aerospace employee $10/yr.
    A1 Spouse or children of category M1 or M2 $12/yr.
    A2 Active AF or civil service, located at LAAFB $12/yr.
    A3 Retired AF/civil service, friends and relatives $15/yr.
    T Temporary membership $3/one day tournament, or $5/two day tournament
    Additional Fees for Category A External Mailings - $10
  1. Yearly membership fees are due in January. Nonpayment of dues before the April tournament causes loss of membership.

  2. The membership fees may be revised by the Committee. Dues for a partial year for new members will be reduced as deemed reasonable by the Committee. Annual fees are usually reduced to half at the Palm Springs tournament.

  3. Right to Vote - Any member who has been a regular member for the entire previous year, or who has paid his dues for the subsequent year is eligible to cast a vote for any called election of Committee members.

  4. Petition for Office - Any regular member shall have the right to petition for membership on the Committee by obtaining signatures of 50% of either the (a) previous years registered regular members or (b) presently registered regular members, whichever is greater. The petitioning member shall join the Committee immediately after the petition has been formally submitted to the Committee.

  5. Volunteer for Office - Any regular member may submit a voluntary application for membership on the Committee. The Committee shall have the right to accept or reject such application.
Article IV Managing Committee
  1. Golf Club Committee - The Club shall be managed by a Committee consisting of five or more members. Since volunteers who serve as long as their circumstances permit usually staff the Committee, an election will not be scheduled unless requested by a representative group of members eligible to vote.

  2. Officers - The Committee shall elect its officers, consisting of a President, Vice President, Tournament Director, Secretary Treasurer, Handicap Chairman, Twilight League Chairman, Membership Chairman and Communications Chairman. Any one member may hold two of the above offices if so elected.

  3. Committee Meetings - The Committee will meet at least once each quarter. Any member of the Committee may call an emergency meeting by contacting each of the other members at least 48 hours in advance. At least half of the Committee members must be present to have a quorum. A majority of the Committee is necessary to implement all procedural and handicap changes. A majority of the Committee may ask for a vote by the membership on any issue. Each Committee member shall have one vote even though holding more than one office. The President shall vote as a member of the Committee on all issues and in the event of a tie shall have an additional tie-breaking vote.

  4. Rules and Dues - The Committee may amend its Rules of Operation and Conduct and revise the membership dues at any time by a majority vote of its members.
  1. President - The President has the responsibility of the overall operation of the club, its tournament and other activities. His duties are to:
    1. Act as AEAGC representative to all AEA functions,
    2. Appoint ad hoc committees as needed,
    3. Assume or assign duties of absent or errant committee member,
    4. Present procedural changes and tournament plans to the Committee,
    5. Sign contracts with golf courses and associated activities,
    6. Disburse funds for club activities, and
    7. Assume overall responsibility in conjunction with the Secretary-Treasurer for financial conduct of club and yearly financial report
  1. Vice President - The Vice President shall assume the duties of the President in his absence or when designated by the President or majority of the Committee. He shall also assume such special duties as assigned by the President or majority of the Committee.

  2. Tournament Director - The Tournament Director shall have the responsibility of contracting with golf courses for tournaments and with hotels for members' usage during multi-day tournaments. His duties are to:
    1. Seek suitable golf courses,
    2. Seek and sign contracts and provide deposits, as needed, with golf courses,
    3. Assume primary responsibility for the management of tournaments or designate such responsibility,
    4. Authorize tournament announcements and publication of results and assist Secretary in preparation of such announcements, and
    5. Perform special tasks as assigned by the President or majority of the Committee.

  3. Secretary-Treasurer - The Secretary-Treasurer has the responsibility for keeping the financial records of the Club and publishing the announcements, notices and results of tournaments to the members. His duties include:
    1. Club financial accounts,
    2. Disbursements of funds,
    3. Collection of all dues, green fees and other moneys collected by the Club,
    4. Publication of tournament announcements and results,
    5. Preparation of annual report of Club's financial report,
    6. Overall responsibility in conjunction with President for financial conduct of the Club and yearly and quarterly accounting, and
    7. Special duties as designated by the President or majority of the Committee.

  4. Handicap Chairman - The Handicap Chairman shall be responsible for all aspects of the club handicapping, including the computation of handicaps for all members. His duties include:
    1. Verification of score cards,
    2. Maintenance of handicap records,
    3. Publication of tournament handicaps,
    4. Surveillance of properly adjusted score cards, and
    5. Designated tasks as assigned by the President or majority of the Committee.

  5. Twilight League Chairman - The Twilight League Chairman has the responsibility for the operation of the Twilight League. His duties include:
    1. Arrangements with the golf course,
    2. Preparation of Twilight League announcements and schedule,
    3. Publications of weekly results,
    4. Publication of rules of Twilight League play and scoring after approval by the Committee,
    5. Surveillance of conduct of Twilight League play,
    6. Preparation of final results and assistance in award of prizes and trophies, and
    7. Designated tasks as assigned by the President or majority of the Committee.

  6. Communications Chairman - The Communications Chairman has the responsibility for the distribution of club information to the membership. His duties are:
    1. Develop and maintain web site, e-mail distribution list, and/or other means of communications with club membership,
    2. Coordinate material to be posted with the President and/or other chairpersons,
    3. Post appropriate club announcements, policies, and rules,
    4. Post tournament schedules, announcements, tee-times, and results,
    5. Post twilight league schedule, results, scores, and standings in a timely manner, and
    6. Perform special tasks as assigned by the President or the Committee.

  7. Membership and Activities Chairman - The Membership and Activities Chairman, referred to as the Membership Chairman, has the responsibility for all information and organizational problems on new members, dues, future activities and special activities as assigned by the Committee. In general, the Membership Chairman has responsibilities for all activities of the club away from the course. Members should contact the Membership Chairman for all questions and problems pertaining to new members, dues and future and special activities. His duties are to:
    1. Enroll new members and provide assistance to them in familiarization with club rules and procedures,
    2. Develop a membership enrollment package containing an application form that will include necessary information about the new member, and contain club rules, schedules of tournaments and other paraphernalia as approved by the Committee,
    3. Maintain a membership list of paid-up members,
    4. Assist the Secretary in sending notices for payment of yearly dues, and
    5. Assume direction of special activities as assigned by the President or majority of the Committee.

  8. Vacancy of Office
    1. Vacancy of office occurring after elections will be filled by appointment by the President for the duration of the unexpired term from the field of regular members,
    2. Should a vacancy occur in the office of President, the remaining officers shall elect a committee member who shall assume those duties for the duration of the unexpired term, and
    3. A special election will be called when the Committee decides such an election is necessary.
Article V Miscellaneous Rules
  1. Rules of Play -The Rules of Play shall be in accordance with the Rules of Golf as approved by the United States Golf Association, except as waived by local rules. A special set of rules of play, which may depart from USGA approved rules, will apply to the Twilight League play. These rules will be approved and promulgated by the Committee prior to initiation of the yearly Twilight League.

  2. Local Rules - The Rules of Golf may be waived by the Committee for abnormal conditions. These waivers will be announced by the Committee prior to play of any event.

  3. President's Cup - Candidacy for the President's trophy at the annual Palm Springs tournament is limited to Aerospace employees who are regular members, who have an established handicap, and at least six tournament rounds in the previous year. Individual flight trophies will be awarded to members who have established an AEAGC handicap.

  4. Club Championship Tournament - This Championship has been conducted since 1976. Flight winners in any AEAGC tournament in the year preceding the tournament, including two-day competitions and the previous year's tournament will be eligible, if the flight winners have a minimum of six AEAGC tournament rounds in the year immediately preceding their win. Trophies will be awarded at the Palm Springs tournament to the Club Champion (determined by the low gross score) and to the Low Net Champion (determined by the low net score) in the Club Championship tournament.

  5. Best Ball Championship - This Championship will be held at the same event as the Club Championship. Best ball winners in any AEAGC tournament in the year preceding the tournament, including two-day competitions and the previous year's tournament will be eligible for the Best Ball Championship, if both of the best ball winners have a minimum of six AEAGC tournament rounds in the year immediately preceding their win. Trophies will also be awarded at the Palm Springs event.

  6. Preceding Year - By definition, the year ends the day before the event and extends back to include the first of the month in the previous year. For example, the year for any tournament in April extends from April 1st of the previous year to the day before the event date of the current year.

  7. Score Cards - Each player agrees at the time of applying for a tournament that as a condition of participation, he will submit a legible, fully and properly marked, signed and attested score card. The player also agrees that violation of this rule will result in elimination of that card from the tournament without repayment of funds and to the addition of the players lowest adjusted game to his handicap pool in lieu of the discarded score card.
